The system works on you getting people to sign up under you (free) up to 20 levels deep and them each week, you can send your ad to a random seletion of people (how many depends on how many people are in your downline). Every week, it's a different set of people, so your ads reach a wider audience. But your audience is a targetted one.

This program has the potential to generate a huge amount of traffic to your website. It's basically a pyramid scheme six levels deep but each level is unlimited in size.
